ViewPort -- Object Expected error in IE and incorrect formatting in Chrome

I am using ViewPort in my master page and it works fine in Firefox but when I see it in IE, it doesnt show anything and gives yellow error on the bottom left which says object expected. It shows the page in Chrome but the north panel is totally missing and the southpanel is at the top left corner.

Am I missing something here?
