who can i change the timeformat of the CalendarPanel?

I need the 24 hour format.

You could possibly delve into the Calendar sources and expand it (through an extension or override) to intercept whichever part of it that prints times, to format them as 24h format and remove the am/pm suffix.

Unfortunately we don't have anything pronto about that, but if you go that way and get into issues we would be willing to help you solve any problem you may find. Beware this could turn into a challenging task and we won't really be able to provide accurate support to the extension you write. It may be necessary to rewrite the whole component depending on how deep the changes turn into.
