Commercial or community for charity

I work for a charitable organisation and I've been tasked to develop a system that can track items and record item history. The application will mainly be used internally - on site - but there is scope for it to be used offsite as well. The confusion I'm facing is that we will need to provide access to the system to other organisations which aren't on the charities payroll. This access will not be charged and will be used to administer the items. My question is, will the community license be sufficient for my needs or will I need to upgrade to the commercial license?
