Will MVC ever be available for version 1.x?

Limited support for ASP.NET MVC was included in Ext.NET 1.x. At that time Razor was not available, so just Markup support is available.

No further development will be happening on Ext.NET 1.x, so whatever is supported now is the best we can do.
