Panel height in percentage

I would like to create an accordion layout with two vertically stacked panels in each accordion panel. I have managed to create this based on your MVC examples project.
My question is, is it possible to have the two vertically stacked panels in an accordion panel fit this panel 100% but be split in height 60%-40% of the height of the accordion panel?
What would be the scenario for accomplishing this? Border layout?
