We require that the number of licenses match the number of support subscriptions within an organization.
Because extra rights and privileges are granted to the organization, we require the number of Licenses to match the number of Premium Support subscriptions. Those benefits cannot be shared amongst Premium and non-Premium members of an organization. For example, a Premium Support Subscription grants rights to the full source code and early access to the next release. The License Only purchase is only granted rights to the public releases and no source code access.
You purchase License Only, or Bundles, but not both.
