[CLOSED] rearranging/reordering the rows in the gridpanel

Hello,
I want to have the ability of rearranging the rows in the gridpanel. For instance, I want to move the row 1 to the place of row 3 and row 3 to the place of row 1.

Can you give me some tips where should I begin from? I also need to able to save the rearranged rows back in the database. I have attached here a sample screenshot that I currently do in native .Net control.

To save new rows sequence just submit rows to the server and update DB as required

I am looking to achieve it via clicking a command button against the row we are moving up or down. Is there a way?
