portlet scroll header and borders

Hi,

I add portlets dynamically. When 3 portlet is added everthing looks good , but when i add 4 th portlet 4th portlet's header and borders are missing. You can see the attachments . firts attachment is taken from my portal which has 3 portlet and everything is ok, and the second one is the portal with 4 portlet. and the 4th portlet's header and borders are missing.
how can i solve this problem.

portalControl.LayoutConfig.Add(new ColumnLayoutConfig() { FitHeight = false });
