Server tag is not correctly formatted:

 <ext:Label ID="Label" Text="<%# GetText("Hello World") %>" runat="server"></ext:Label>

public string GetText(string value)
{
      return value;
}

Using the quotes does not give syntax error but does not work:

 <ext:Label ID="Label" Text='<%# GetText("Hello World") %>' runat="server"></ext:Label>

public string GetText(string value)
{
      return value;
}
