I've read your text a couple times, looked at the example some times but I am still not sure what you really need here.
The example you pointed is meant to demonstrate a tabpanel height automatically adjusting to its contents. But you can just set the Height="<value_here>" property in the outer TabPanel and that should do it.
I really am not sure what you mean with the tab titles ("Short Text" and "Long Text") being slightly high. You just want to restyle the tabs so they occupy a lower height? Like, making tabs thinner?
