This feature simply does not work... I'd say either fix it so it behaves more like a traditional Word document, or remove the feature all together.
ie. You can't create a paragraph, then carriage return down a couple of lines and start the bullet points or 1. numbered list.
This will start the first bullet at the first paragraph incorrectly, instead of the second line/paragraph below it.
