Has any one ever had this problem? Seems CSS related, but can't seem to isolate...

I don't think this kind of problem can be related to CSS problem due to CSS doesn't maintain loading. CSS controls how HTML elements should appear. How do you load this panel? Try to remove all unrelated code to find the problem.

Maybe, there is another option? You can record what happens on video and upload it on YouTube or you can provide screenshots. It's just difficult to say something concrete without sample.

It might be a layout issue. For example, the content of the north panel has 0 height on initial load. Then sizing is done properly on window resize.

Yes, it is hard to say something concrete without a sample to reproduce.

You can try to call a Panel's doLayout method.
